In my opinion...
I think a 10 gallon tank would be better for the one even if it's little. It will grow and if you don't plan on adding any more, than you are probably all set with a 10 gallon.
Yes!! A heater is a must. It will keep the bad bacteria from growing in your tank which can cause your Parrot to get sick. But I don't think there is a heater for a tank that small. For example he can start to develop black spots on his little body and that is a sign of bacteria. Someone gave me Gorby and when I got him he had black spots on him that to the point where we found the name "Gorbachev" but "Gorby" for short. We treated him for the spots and Voila! no more spots- except the one on his tail fin that did not go away but he is beautiful and healthy.
